Log streaming no longer drops lines under load

Services writing more than 5,000 lines per second could lose lines in live tail. The log router now applies backpressure instead of dropping, and the CLI resumes from the last received line after a reconnect.

• Multi-line stack traces are grouped into a single entry again
• cloud logs --since respects the timezone set in your profile
